Changes to the Medicaid Non-Emergency Transportation (NET) Program

Medicaid Non-Emergency Transportation (NET) will undergo another change to the NET Brokers. Because MTM did not provide the level of services required in it contracts, DHS notified MTM on Thursday, Jan. 17, that is was cancelling MTM’s contracts for NET and day treatment transportation (DTT) for Medicaid beneficiaries in four regions of the state effective Jan. 31, 2019. DHS will transition to the second-lowest bidder for those services as allowed by Arkansas state procurement law.

Southeastrans, which provides NET and DTT on separate contracts in Region D of the state, was the second lowest bidder for the regions that MTM is serving (Regions A, B, C and G). Southeastrans agreed to provide transport for dialysis and other urgent appointments in those regions effective Jan. 19, 2019.  Southeastrans will take over the transportation for all beneficiaries and appointments, including day treatment, in those regions starting Feb. 1, 2019.

If a beneficiary resides in those regions and needs to schedule appointment, the following phone numbers can be used to reach Southeastrans.

  • In Region A, transportation services to beneficiaries residing in Baxter, Benton, Boone, Carroll, Madison, Marion, Newton, Searcy, and Washington counties can be made by calling Southeastrans at 888-833-4139.
  • In Region B, transportation services to beneficiaries residing in Celburne, Fulton, Independence, Izard, Jackson, Sharp, Stone, Van Buren, White, and Woodruff counties can be made by calling Southeastrans at 888-833-4128.
  • In Region C, transportation services to beneficiaries residing in Clay, Craighead, Crittenden, Cross, Greene, Lawrence, Mississippi, Poinsett, Randolph, and St. Francis counties can be made by calling Southeastrans at 888-833-4130.
  • In Region G, transportation services to beneficiaries residing in Faulkner, Lonoke, and Pulaski counties can be made by calling Southeastrans at 888-833-4135.

The change had no impact on Regions D, E and F.

  • In Region D, transportation services to beneficiaries residing in Conway, Crawford, Franklin, Johnson, Logan, Perry, Polk, Pope, Scott, Sebastian, and Yell counties are provided by Southeastrans. Reservations can be made by calling 888-822-6155.
  • Region E, transportation services to beneficiaries residing in Calhoun, Clark, Columbia, Dallas, Garland, Hempstead, Hot Spring, Howard, Lafayette, Little River, Miller, Montgomery, Nevada, Pike, Saline, Sevier, and Union counties continue are provided by Central Arkansas Development Council. Reservations can be made by calling 800-385-9992.
  • In Region F, transportation services to beneficiaries residing in Arkansas, Ashley, Bradley, Chicot, Cleveland, Desha, Drew, Grant, Jefferson, Lee, Lincoln, Monroe, Phillips, and Prairie counties are provide by Area Agency on Aging of Southeast Arkansas. Reservations can be made by calling 844-683-2300.

The NET brochures and map have been updated to reflect these changes. All tools and information can be found and ordered at afmc.org. If you distribute educational material to DCO offices, facilities, their staff and/or beneficiaries, please make sure you are distributing the most current educational tools. Please destroy all older NET brochures and replace with new tools. Materials can be ordered and picked up through AFMC communications.
